These states made major contributions at the UN disarma- ment forums, especially the Eighteen Nation Disarmament Committee (ENDC); the negotiations leading to the 1963 Partial Test Ban Treaty (PTBT), which banned nuclear testing in the atmosphere, outer space, and under water; and the negotiations for the Non-Proliferation Treaty (NPT) and subsequent review conferences.52 The PTBT was an effort by the nuclear states to mollify the Afro-Asian states' demands for a com- plete ban on testing following the accelerated atmospheric testing in the 1950s.
